If you think your account may be compromised, perhaps because you clicked a link in a phishing email, you should immediately change your UCSBnetID password at the Identity Manager and notify your local technical support staff.
After doing those 2 things, please follow the great instructions found at Gmail Security Tips. As described there, it's especially important to check your Settings in the Google Web App (GWA) to be sure no unauthorized person has access to your email.
